Dear Mr. Berndt,

We have not spoken before but to give you some general background we are a chamber member in Egg Harbor. We do immigration processing. Although most

of our clientele is corporate based and dispersed around the U.S., we do have some Door County business clients as well as several individual's who

are processing immigration cases through us at this time.  One of the reasons I wanted to write to you is because effective 12/27/04 there were significant changes to the permanent labor certification program posted in the Federal Register (322 pages of new regulations in all). Permanent labor certification is the first step toward permanent residency as opposed to a temporary labor certification which is the first step towards an H-2B work authorization. The changes to which I am referring, termed PERM, go live on 3/28/2005. They will make it much easier and quicker for rural businesses to file for permanent residency for foreign-trained employees. Under the former process, it took 5-6 years to obtain a labor certification. Under PERM it will take 45-60 days. This makes the filing of a permanent residency application for a valued employee a far more viable option. Should you hear of anyone who might want to pursue permanent residency for an employee and has questions about the viability of an application under the new regulations do not hesitate to have them contact me.  I applaud your effort to get Congress to raise the H-2B cap numbers - keep up the good work.
